Genesis 1:27 returns to singular action: God created humanity in His own image. Later Scripture says He created alone and by Himself.

A deliberative plural is allowed to override the singular action and later creation statements.

How the passages answer it
Possible readings include divine deliberation in the presence of the heavenly court or majestic self-deliberation. Whatever its precise rhetorical setting, the inspired interpretation is singular: God created, and God later says He did it by Himself.
