The first audience is used to limit an explicitly expanding promise and later apostolic practice.

How the passages answer it
Acts deliberately moves from Jerusalem to Samaria, Gentiles, and the wider Roman world. At each frontier, water baptism and Spirit reception remain part of the apostolic response. The promise is as broad as God’s call.
