The promise is for God’s people

Joel foresees God pouring out His Spirit broadly. Jesus calls the Spirit the promise of the Father and tells disciples to wait for power from on high.

Pentecost is not human excitement. Peter identifies the event as prophetic fulfillment and the exalted Jesus’ outpouring.

Acts asks whether people received the Holy Ghost, reports the Spirit falling, and describes believers being filled. The language points to encounter, not only doctrinal status inferred after belief.
